Machine adjustment requires skilled technicians to load feeders and install stencils on the assembly line. Because a production line is idle during this transition, the smt line setup fee compensates the manufacturer for lost output and technical labor. The task must be repeated whenever a new board design or a different revision is loaded.
Volume Amortization
Small production batches suffer from a high per-board cost because the setup charge is distributed over only a few finished assemblies. When production scales to thousands of units, the smt line setup fee becomes negligible on a unit basis. This economic reality drives prototype runs to use simplified manual assembly or multi-project panels that share tooling costs.
Billing Limit
Most contract manufacturers waive the charge entirely once a purchase order exceeds a designated volume threshold. This policy incentivizes customers to consolidate their orders into larger, less frequent production runs.
