Silicon design completion occurs when the layout file of an integrated circuit is finalized and sent to the foundry. This tape-out marks the transition from the electronic design automation phase to the physical manufacturing phase. This milestone is a major step in chip development.

Validation Check
Physical verification runs verify that the layout does not violate any foundry rules before the design is submitted. Prior to tape-out, engineers run design rule checks and layout versus schematic checks to ensure that the physical polygons match the electrical schematics. This process prevents costly fabrication errors.

Manufacturing Handover
Photomask generation begins once the layout files are accepted by the fabrication plant. After tape-out, the foundry converts the graphic database system files into the physical glass masks used for photolithography. This conversion is irreversible.
It begins the multi week fabrication process where the circuit is built layer by layer on silicon wafers. This complex process uses ultraviolet light to transfer the circuit patterns from the glass masks to the photosensitive chemical coatings on the silicon.
Production Risk
Any error undetected before submission can force a redesign and a second fabrication run. If a design team fails to perform sufficient verification before tape-out, it risks millions of dollars in mask charges and months of schedule delay. This delay can ruin a product launch.
